Biography: Steele was a harsh and regal man, an ambitious officer who led the Eight Imperial Fleet under Palpatine's rule. At the Battle of Endor, he withdrew his fleet when the battle turned in favour of the Alliance. He went rogue, promoting himself to High Admiral and taking his fleet into the Unknown Regions to carve himself an Empire.
In the Unknown Regions, he found there were already many empires, ruled by would-be Gods named the Goa'uld. He formed an alliance with a System Lord named Sobek, combining their firepower and technologies to become a feared force.
Steele didn't trust the Goa'uld nor like them--he saw them as alien filth to be used as a way to gain power, and to later be discarded and used as slaves.
He survived the destruction of his biological warfare facility and flagship, and was later seen in command of both Imperial and Goa'uld forces--inhabited by a Goa'uld symboite. This symbiote turned out to be Sobek himself, who had seemingly survived the destruction of Steel.
Steele's personality has not been seen to assert itself over Sobek. However, the Goa'uld did adopt elements of Steele's regal air over his previous, more fearsome incarnation.
